A seasonal encounter in Fitzroy's Gorge, and one of the hardest fights in the game. He is not placed in the world — he has to be summoned, and the ritual that does it is not signposted anywhere.

As the war against the Judges continued, General Engstrom came to admire the ferocity and loyalty of the Rhogar to the point that he commissioned the creation of armour influenced by their own, garb he wore proudly both in and out of battle.
The game reveals this in play at high Inferno.
Adyr recognised the value of General Engstrom and chose to bless him accordingly, imbuing him with tremendous power which Engstrom, as loyal and fierce as any Rhogar Lord, in turn employed in Adyr's name until the final days of that cataclysmic conflict.

Summoning him: extinguish all five blazing hands in Fitzroy's Gorge, return to the giant tree, and perform the Crimson Ritual Fervour gesture.
Treat it as an end-game fight regardless of the mini-boss label. He is spoken of alongside the Lightreaper and the Red Reaper, not alongside the Chasteners.
