In the main socket

What “noticed and feared” does in play: lesser Umbral enemies hesitate or back away rather than closing on you, so high-density Umbral areas can be crossed and searched instead of fought through. The other half is that Dread builds faster. That matters because Dread is not purely a threat meter — as the Dread multiplier climbs, so do item discovery and the vigor enemies drop. Deliberately accelerating it is how a late-game character farms: you take the higher Dread and the Scarlet Shadow that eventually comes with it, in exchange for better drops and more vigor, on top of the +20% item discovery the eye grants outright.

Which is why this is an end-game item. Early on, faster Dread is a death sentence; by the point you can fight the Scarlet Shadow outright, it is free value. Confirmed in game.
